It says:

Latin American Spanish Keyboard

 o Ctrl+} or ] = Uppercase the first letter
 o Ctrl+' or ? = Uppercase whole word
 o Ctrl+| or � = Uppercase whole word (either way)
 o Ctrl+� or � = lowercase the whole word
Inverting the letters (first letter lower case, the rest upper,
isn't supported, apparently*
