Here is what I did, your results may vary. This was on my
personal machine, which was using Outlook 2002. I first
installed Mozilla, and then used Moz to convert the Outlook
mail. Then I used TB! to import the Mozilla Mail as 'Unix
Mailboxes.' I had previously tried TB!'s Outlook import but it
ended up freezing up and forcing me to force complete it. It
also mucked up my address book with bad birthdays. The nice
thing about the Import Unix Mailboxes is that the mail went
right into the highlighted folders, and it all seemed much
smoother. I suspect that in order to access Outlook, you need to
go through weird API's and automation code, which is why the
Unix Mailboxes is more straightforward. Mozilla seemed to do a
fairly good job on the conversion. I do have some troubles with
dates on some messages which are showing far into the future,
but in all I'm happy with the results.

Good luck!
