Under Account-Sorting/Office filters, you should see a list that has Incoming Mail, Outgoing Mail, etc. At the bottom, there should be a "New" button. Hit that, and you'll see the Actions tab on the right, along with Rules, Alternatives, Options, Advanced. At least that's the case in 1.60c.
