It is implemented in various beta versions: UltimateZip, WinRAR 3.0 (which isn't beta anymore, it has been released two days ago), WinUnRAR (the free unpacker) ... A very good programme that does support most (if not all) formats at least for unpacking is Squeez 4.05 which has been released two weeks ago. It can already handle RAR 3.x (unpacking); it costs a bit, but not that much.
