It is built into Windows XP. Right-click on the desktop to get the display properties, and then select the Appearance tab. The Windows and Buttons style should be Windows XP Style, and the you have three choices of colour scheme - Silver, Blue (default) and Olive Green. Silver is nice, isn't it!
