What version of Windows are you running? Older versions of Windows (95, 98) need their common control DLL's upgrading for toolbars and buttons in some applications to work properly. I have no idea if this affects TB! but it certainly caught me out with some of my development projects in the past. If you have a modern version of IE installed then you've already got the updates, otherwise you can get them from the MS site.
