No, there's no setting to prevent Alt-L from removing the spaces.

However, you could try using auto-format mode. When autoformat reflows
text, it doesn't take away the extra spaces. It's triggered if you
enter any character within the paragraph. So you could just hit
<space> and then <backspace> to reflow the text.
