The principal difference lies in their licences, PGP being a privately owned programme (at the moment NAI, IIRC), GPG is under GNU Public licence - meaning it is open source, freeware and can be changed by anyone who wants to. PGP was originally developed as open source freeware which could be changed by anyone *but with the consent of its originator* Phil Zimmermann.
