 Main menu -> Account -> Properties -> Options (on the left) ->
 Message Editor Settings section (on the right). There they are.

Also, you can change your templates to include %USEPGP and
%SIGNCOMPLETE macros and thus turn PGP signing on / off depending on
who / where you are writing to. This is the way I do it myself.
