Yes. The filter rule action to play a sound overrides the account
setting only when you configure it to play a sound. If you don't
configure it to play a sound, the account level filter will still
work.

The only way to do this is to configure the target folder to which
you filter the messages, not to make any sound upon receiving
messages. Each folder has its own sound configuration properties.
