I assume you are trying to use TB! instead of Mozilla's internal Mail
application for mailto: links. There are two ways how you can achieve
this without any external application:
1) Do not install Mozilla's Mail application. This is the easy one,
but it obviously won't work if you want Mozilla as a Newsreader.
2) Go to your Mozilla Profile directory and add this line to your
user.js (create the file if it doesn't exist):
user_pref("network.protocol-handler.external.mailto", true);
