That depends. Most ISPs I know put a limit on the mailbox size, not the size of incomming mails. Some people I have to sent mails to from work have a limit on the size individual mails, not the mailbox size. The 100k limit is as far as I know a left over from "old days", where some servers refused to forward a mail greater 100k. There were mail clients splitting and combinig mails themselfes.
