Try splitting the import up, for example by seperating the mails into
different folders first. Then import a mouthful at a time, so that TB
does not choke on the big amount.

I suspect TB uses the RAM, and there is actually not enough memory
(despite the error message saying "storage").

Let us know whether this works.
