Ok, now I am guessing that perhaps it doesn't apply to my normal view.
Because there was no change when I toggled that thing.  Maybe thread
by Reference is not referred to here, according to your explanation.

Then from some other view, I would presume that with the normal root like
[subject matter] and followups RE: [subject matter], an RE: would be at
the root instead.  That would be a good reason I don't see something
productive accomplished there.
