Erm... stating the obvious, but what is wrong with the "Create a New Message" button? Then type in the TO field the list address... Isn't that the easiest way than going and setting up templates as you mention, as Allie has pointed out (and others may have too) will more than likely cause you embarrassment at one time or another. (Search the list archives for Marck's _repeated_ moderator postings related to folder templates and such). Just as a small correction to your template, if you wanted to make sure it was less likely to be copied to the list as well as the original recipient, you should clear out the %TO first... ie: %TO=''%- %TO='tbudl@...'%- Although this is still not likely to cure a case of egg on the face if you planned on replying direct to the person...
