I'm no good at templates and these %IF statements, but is there
supposed to be a : after the first %TO ?  I'd have thought it probably
wanted to look more like this:

%IF:"%TO"="Person <[EMAIL PROTECTED]>":'%TO=""%TO="[EMAIL PROTECTED]"':""

I could very well be wrong ;)
