Thanks Guys, the 'problem' was in "Network and Administration"

I had the account set up as a "Dial Up Networking Connection. With no
connection active all the privilege check boxes were cleared, but as
soon as a dial up connection was active the check boxes were ticked!

I've changed for the network type to "Manual Connection" and
"Administrator", that gets me going for now, I'll investigate further
when I have a minute.

I'll get the hang of this administrator thing eventually 'cos I would
like to set TB up across our small network for "in-house" email. (no
Internet access)
