Yes. Sadly not (yet) for The Bat!

For using The Bat! and PGP8? We don't know.
It depends on
1.) what conditions are created for release of PGP-SDK
regarding to e.g. price of a licence for SDK
2.) time and engagement of developers @ RITLABS to write such a
plugin.
No official statement has been made yet, neither to 1.) from PGP
Coorp. nor to 2.) from RIT.
