Other thoughts: Re the problems sending using your current smtp - why would the error message come from tiscali if you're using the smtp for your current smtp? Surely the error message would come from your own ISP? I'm not a techie, so I don't know, but it seems odd. Other UK ISPs do allow you to send using a different smtp server - it might be worth your while opening an account with one of those. You can open an account with most UK ISPs where you pay only for your local call when you connect to that ISP - ie, you can use the email from that ISP without any charge. Marck suggested free-online.co.uk to me & I find it pretty good (though I do know someone who had problems over payment for their flat-rate account with them, so I'd stick to the pay-as-you-go option). There are lots of others which do the same. Orchidserve.com is very fast, & again, free.
