These are the actions in your filter:

And these are the ones in mine:

As you can see there are two differences:
faoScrSaverOff - In the Advanced tab I have "Screen saver must be
Inactive. I never use a screen saver.
faoHKCheckMsg - This one may be may important. On the Options tab,
right below the HotKey combination, I have the box
for "Check the selected message against this rule"
set, selected, ticked, while your filters seems to
have this not ticked.
