Have you tried deactivating PC-cilin to see if it helps(I'm not
pointing the finger to PC-cilin, just trying to rule it out)? Also, do
you have a firewall installed?  Do you have any other applications
accessing the internet at the same time?  What's your connection speed
and connection type(modem, xDSL, cable, etc...)?  Is it possible that
your ISP is having problems?
