Okay, I don't think that can be done automatically, but with a QT you
can get something like you'd like to achieve.

Create a QT and call it bye. I made an example that's used to sign
this message:
,----- [  ]
| %Issignature
| Greetings, Roelof
| This message was finished at %time
`-----

The %issignature macro is used to place the QT at the very bottom of
the message or when there's already a signature delimiter (dash, dash,
space, enter) present at that place.
You can call a QT by typing it's name followed by Ctrl+space

For this message I used two QT's, one to insert the time when I
started my message, that gave the 14:08 at the top of my message and
for the signature below I used the QT that I quoted two paragraphs up.

I suppose I'll delete them both after sending this message. ;-)
The reason I suggested 'bye' as name for the QT is that that's
something that's easy to remember and that come naturally to type
under a message. It also makes it convenient to use different QT's for
the different languages your corresponding in.
It would also be a convenient place to automatically mention any
attachments using the %Attachments macro.
