Once the Mail Dispatcher has appeared, type Ctrl+2. That will toggle
the check for the Receive Box off and on. The same is true for
Ctrl+1 (mark as Read), Ctrl+3 (Delete) and Ctrl+4 (Open).

While you can set Ctrl+3 to appear checked or unchecked, you can't
do that with Receive, probably since it's assumed that you intend to
download at least some of your mail.
