Thanks.  Unfortunately, this only works for the Internal OpenPGP engine, not for GnuPG.

I have just tested it.  In fact, there is no way to determine preferences (or anything 
else
like location of keyring files, options file etc) when GnuPG is used.

I tried to change the version of OpenPGP to the internal one, then set the option you
described, then change it back to GnuPG, and encrypt to a recipient.  GnuPG refused to
decrypt it for me reporting that there was no secret key available.  Had it been
encrypted to me as well as the recipient, I should have been able to decrypt this.
