It's not unintended, it is intended. I also see that Quick Templates
can be used across accounts.

The trick is to make filters "sharable" as well. There is the issue of
priority, and I would argue that for technical reasons, the shared (or
common) filters could be executed first.

I don't think so. But then, the filtering system has been completely
reworked for the next version, "common filters" have been a
long-standing wish, so let's see what the outcome will be.

I don't see a contradiction to a new philosophy of the filtering
system - and I prefer all of what has been mentioned! ;-)
