Junk plug-in

I want to add the plug-in to mark messages as junk but the plug-in is not 
plugging in!  I run the install.bat file (from bayesit04dm.zip) but get the 
following error: "Cannot import bayesit.reg.  Specified file is not a valid 
registry script. Can only import registry files."  I am using Win98se.
