Hold it - either %NOUSEPGP or %NOSIGNCOMPLETE is enough.

%NOPGPMIME is only of use to programmatically turn off PGP/MIME when
using PGP or signing with it. By signalling no signing or no PGP,
it's redundant to turn off PGP/MIME too.

Maybe a tad pedantic, but helps to clarify the logic.
