(It's the latter). The recipient can't decode the Base64 encoding.
Maybe because a routing server is removing the Encoding header from
the message on the way (either from you to Yahoo or from Yahoo to
the recipient).

Not TB's fault but you can compensate for it. Switch from base 64 to
Quoted printable encoding.
