You'll find this detail in TB's connection centre, configurable in
the Preferences | General options settings. Near the bottom of the
window is the "Display connection centre" option with a drop down
combo box offering Automatically, Always and Hide settings.

I gather from your postings that you use a screen reader. I'm not
sure about how that will work. With TB minimised to the tray and my
CC set for Automatic display I only see the CC appear minimised in
the XP task bar.

When TB is not minimised, neither is the CC but it comes and goes
pretty quickly.

When the CC is set to "Always" then it will appear onscreen
whatever TB's state and stay there. You can use the "Hide" button to
hide it until the next time it is needed.
