Yes. Not many of the active beta testers use the HTML editor. I personally don't use it much and just during my little experiment I've come across a lot of strange behaviour. That editor needs some debugging. I confirm this as well. Templates will be applied only when you invoke from the utilities menu. When you do invoke them, no message body additions such as signatures are done.
