Although at the moment, I can't seem to locate a Windows program that does display drop-down menus with that style; just trying a few Windows programs on the system, other than TB. I've never seen a case anyway where you would use a command denoted like that, not to perform some function, but to advance focus to the region which is adjacent to the text with an underline. Focus is normally advanced with the TAB key. With a lot of checkboxes on a screen, you often can't advance to a next section with just a keytap or two, since each TAB moves to a checkbox at some point.
