I was spending ages looking for hypens in the original from, but I see
you meant quotes. They aren't needed in the header from what I
remember, but I do notice something else, (unless you miss-typed),
there is no space between the David, and the {LRCUP bit.

This has been noticed, you should change something in the body of the
email, then switching back to the headers doesn't alter the top part,
though this seems a little unusual, you can partially understand why,
if you change the To field, in 1.6 it might not have changed the reply
template properly (at a guess). As another note, the %COMMENTS marco
has changed functionality, I cannot remember what Stefan said it does
now, might be worth skimming over the tbbeta list to see.
