%ODate and %OTime give me the date and time the original message was sent, transposed into my timezone. So,for example, for a message created at Sat, 01 Nov 2003 09:45:00 -0700, they return the the following values for me: %ODate=Sunday, 2 November 2003 %OTime=03:45 Since I am in UTC+1100, these are the correct values for the message creation in my timezone.
