I think you'll find it happens when the HTML coded text has a line
break but one that doesn't show because it does not coincide with a <p> or
<br> tag, eg:

This will show as a single paragraph that
wraps at the window edge
when rendered as html<p>

but would be three separate lines in a reply

Just a guess, but perhaps TB then copies the text, which strips out the
underlying line breaks and html tags.
