I agree that having the option 'Insert new folder here' would help, I
sometimes create a subfolder using one the folders I wish the new
folder to be next to (select the folder and hit <Ins>). After creating
the folder, I just move it to where I want to using
<Shift>-<CTRL>-<Left Arrow>

The same problem exists with filters. If you have a long list of
filters and you wish to create a new one that goes at the top of the
list, you have to drag the new filter rule all the way to the top of
the list since a new filter is always created at the bottom of the
list.

Insert Before/After buttons for new rule creations would increase
usability a lot.
