That's because addressbook templates are used instead of account or
folder templates when they're there. And they do not add to account
templates, they replace them.

Have you only set up templates for new messages and not for replies on
address book / folder level? Because that would explain it. If you don't
have an address book reply template the account template will be used.

Use Quicktemplates (Options->Quick Tempaltes). you can include them in
templates via the %Qinclude macro. You could for example copy the
account templates into quick templates and the include them in both
account and address book templates. This way when you change anything in
the quick template, it's also changed in all the other templates.
