Can't be done with TB. What comes close is this:

Create a quick template called CR
(options - quick templates)
Use as template two empty line separated with [snip] or if you prefer
[text deleted for brevity]

Next time you need this function, you just select the superfluous
quotes, press CR followed by Ctrl-Space
The CR will overwrite the selected text and the Ctrl-Space indicates
that you want to call the QT (quick template) of that name.

Note that this won't work properly when you quote partial sentences
and the 'CR' is separated by a space from text before or after it.
