Not true for 1.62r. That's why there is a conflict button and a different color when the shortcut is assigned elsewhere. I actually prefer this approach and hope it continues in v2 (haven't checked yet). If I want to assign Ctrl+F9 to something - I want to be able to assign it and go change the conflict afterward. If TB would not allow me to set the shortcut until I changed the conflicting one, it's just an extra step to me.
