No. The members often feel that what others do on list is fine since
it's not moderated. They don't realize that it's being moderated
off-list. So they believe that something that was in fact moderated,
is ok and they proceed to follow suit. Public moderation prevents this
unnecessary confusion and more common breaking of list rules.
