Perhaps a little too paranoid in some eyes, but each to their own.  But
think about how much this capability alone could attract users if they
could use at least the basic features with ease.

Where I used to work, this was a well-worn phrase.  I'm glad others get
some enjoyment out of it, as for me it is tired, if effective.

I think the basic things to cover are:

1) Terms and concepts
2) Quick start
3) Detailed configuration
4) Coverage of ALL primary menus (not including pop-ups)
5) Editing (all editors)
6) Key topics (e.g. address book, templates, etc.)

Coverage of pop-up menus should be in the context of where they appear.

That's 60 seconds work off the top of my head.  It's not that hard.
