This only work on sent mail! If you want to park messages in the Outbox
you will still have to do that after manually composing the message in
the Message Editor as the import command line parameter does not allow
parking to happen for mail you import to the Outbox (";PARK"). The rules
in Outgoing Mail are applied on messages _after_ they have been sent.
