Same happens to me, with the same PGP versaion as you're using
according to your sig. I've been meaning ask about that, been
happening ever since I installed PGP on 31 August this year.

I don't have to reboot.

As an addition. When I'm receiving an encrypted message, from a contact
whose public keys I've got on my key thingie, TB doesn't prompt me for
a pass phrase, but starts arguing about me not having typed a correct
one.
Decrypting the message (via the clipboard) the PGP-tools goes fine
though.
