Here it does. I use GnuPG all the time with different correspondents
and MIME as well as inline encryption. In both cases The Bat! shows a
"decrypt message" button that opens the passphrase dialog.

Have you successfully selected GPG under Tools � OpenPGP � Choose
OpenPGP version? Which version of TB! do you use on which OS?
