This is a common misunderstanding about XPSP2. It throttles new
connections to limit to 10 ports being unconnected at one time. This is
completely different to having 10 connections. It limits how quickly the
OS can open ports and attempt to connect to services. It will slow down
port scanners for eg. It won't stop them, just rate limit their growth. I
sometimes have about 100 connections open now worries.

I wouldn't trust any third party `fix' to SP2, esp. as there is no need
for it.
