I'm using Total Commander (former Windows Commander) since Windows 95. It works on Win 9x, Win NT, Win 2000 P/S, Win XP H/P, Win 2003 Server. There is also a special 16 bit version for Windows 3.11 but I'm not sure if it's still developed. Copying systems files should work as any other file. You should enable hidden/system files in configuration menu.
