If you have it uninstalled, then is possible that not all registry
entries related to it are deleted. It happens. You could check it out by
some registry cleaner.

...And, additionally, it's possible that XP is "regenerating" registry
entries at startup (especially if the components which are "integrated
in OS", and OE is one of them, are removed from OS; MS like to do such
things, to "feel better").

I have in mind, at the moment, two ways: XPlite_trial, which is free and
which can remove OE (and some other "integrated" components) quite
safely with all related reg. entries, so it will not bother you anymore.
I do that "by default", with OE, when am installing XP. Then I run TB
without any problems.

Another way is using RegRun <www.greatis.com>, which is not free, but
has a trial period of 30 days, so you can do what you need. But it
relates more to "tweaking" and cleaning the Registry. (It has pretty
extensive Help 'tips and tricks' related to Win OSs, from 95 to XP.)
