yes, it is, see details written by author, Alexey Vinogradov: Rss2mail plugin is a gate which listen local port and translates RSS-feeds into "letters". After installing the plugin, assing any local port on which the gate will work (by default 110, but if you have another service on this port, like MyGate, you can assign another port, for example, 1110). Usually RSS channel can include a small picture attached to it. If you want plugin to download this image (it is usually really small - about 1k) and attach it to the news you'll receive from this channel, check the button "download channel's image". Then, create a new POP3 mailbox. Enter the "localhost" as your mail server, enter server port which you set in plugin's settings, enter the address of requested RSS feed as username and finally put anything in the "password" field (just to shut up The Bat! which else will ask you for the password on every mailchecking).
