No, TB will filter automatically only on messages that are received in
the Inbox via POP or IMAP. there may be a command-line paramter in the
meantime though, I didn't check.

Yes. What both folders have in common is that they are high-traffic
folders. Mails come into the Inbox will will then be moved somewhere
else by Incoming filters; sent messages will go to the Sent folder and
then be moved by Outgoing filters.
