Interesting thought. Yes it does. If the popfile classification
indicates that the mail is in the correct folder, running the filter on
that message executes the filter three times.

Then I carried out Miguel's suggestion of removing the move action and
seeing how many times it filtered. The filter (with no action specified)
executed FOUR times. The effect was the same running the "Test Filters"
function and running the "Re-filter" function.

I added the move action back in, and now the filter runs FIVE times.
Again the same for both "Test Filters" and "Re-filter".

So then I removed the move action again. Now the filter runs SIX times.

Add the move action back in - it runs SEVEN times.

I think I can see a pattern here!!

This (and another couple of similar) filter moves emails to the inbox of
the account that is relevant to the content rather than the recipient
address (i.e work to my work account, personal to my personal account no
matter which address it was sent to). So the solution to my problem is
to simply make sure the common filter does not apply to the account that
will ultimately receive the email. Why didn't I think of that before.

However, it still seems like a bug to me.
