You are right, there is another meaning to "save" again.

I have two icons, one shows a tooltip "save message as draft " (makes
sense), the other one "save message" (which should be: "queue message
in Outbox", for clarity and also in order to coincide with the menu).
I have no problems with the nomenclature you mention above, the one
from the menu. Just the one tooltip is wrong.

No, I would prefer it the other way round, replace one of the "save"
with a "queue". Because "save" is more permanent IMHO.

The time stamp will determine the position in the queue, but once the
message is sent, it is not in the Outbox any more. That's why I would
say it has been "saved".
